		<description>Pool is right.  I own property, and when a water heater goes out, I get there the same day to replace it.  Well, sometimes the next day if it goes out at night, but pretty quick.

As far as the legality, it depends on where you live &amp; local regulations.  If you live in a fair-size city, call the local building dept.  They can steer you  to the correct agency.</description>
