Is a contract employee still at-will?
I know that the Massachusetts state government has multiple types of contractors (contract employees and independent contractors.) If one is a contract employee, how do you know if you’re an at-will employee or not?

If you are an independent contractor you are not an employee. If you have a formal written contract, the terms of the contract specify the circumstances under which you can be terminated.

you can get a form from http://www.irs.gov, an SS 8, the questions will give you an idea of your status

many contracts actually contain an "at-will" clause in them……..
