I have been a continuously employed county contractor in Maryland for two years. I relocated after accepting a contract-to-hire position for Massachusetts state government. The contract was canceled after I moved. Now I am unemployed.

I know that the Massachusetts state government has multiple types of contractors (contract employees and independent contractors.) If one is a contract employee, how do you know if you’re an at-will employee or not?
