			<content:encoded><![CDATA[<p>I have noticed a small puddle under our hot water heater lately.   If I look underneath the heater it looks like its coming down from only one leg.     We have sold the house and just had the inspection last week and passed.    Could it be from the inspection testing?   Condensation?  If it is a leak in the tank how do I know and can a plumber detect a leak in the tank or do they always suggest a replacement? Want a cheap solution because moving expenses are eating into cash reserves.<br />
Opened burner assembly.   A little wetness where the insulation is.</p>

<p>I would like to know what this means to me as a consumer.  I live in Massachusetts.  </p>
<p>Am I going to be fined or penalized in any way for having this intalled without a permit being pulled?</p>
<p>Or worse, am  I going to have the thing reinstalled with a proper permit this time?</p>
<p>The plumber has dissappeared so I assume it&#8217;s likely he never actually did pull a permit on the job.</p>
